WHAT THE UNITED STATES OF AMERICA WITH CAPITAL IN WASHINGTON D.C., NORTH AMERICA CAN LEGALLY DO TO HELP THE FEDERAL REPUBLIC OF NIGERIA LEGALLY AND HUMANELY END TERRORISM

This is written to help protect the good relations between the United States of America with capital in Washington D.C., North America and the Federal Republic of Nigeria with capital in Abuja, Federal Capital Territory.

This write-up makes no reference to any form of lethal aid.

In my opinion launching air strikes and possible direct troop involvement in the fight against terrorism could be a snare and may not be in the interest of either nations. However me who write this physically am of the opinion that there are some methods which can be very effective, less risky, cost less or comparable and protect the integrity of both nations. 

First, is to establish a legal evidence system that ensures that as much terrorist activity in Nigeria can be documented. This may require legal satellite, drone and other legal surveillance which will make it very clear what the terrorists are attacking and or trying to attack. This needs to be completely legal and in accordance with the constitution of the Federal Republic of Nigeria. As me who write this physically have said earlier, terrorists fear legal evidence of their crimes more than almost any other thing there is. This needs to be seen as pertinent.

Second, is an automated victim analysis centre or centers or capability. This makes it feasible for the Federal Government of Nigeria with capital in Abuja to be able to make in depth assessments on victims of terrorism, document such electronically and make accurate patterns to easily assess what the true intent of the terrorists is. The casualty trail is like a finger print that helps to identify the true intentions of terrorists by in depth study and analysis of the victims of their terrorism and terroristic acts which always tells a very clear story. This capability is critical and urgent because terrorism has occurred for quite some time now in Nigeria.

Third, is superior and robust communications and telecommunications system. Nigeria has good mobile telephony coverage. However the use of a satellite solution like Starlinks for instance which is interoperable with terrestrial networks ensures that no sabotage or attack on any facilities will prevent continuous communication especially when tracking terrorists and when on legal security operations by legal security agencies commissioned by the legal government of the Federal Republic of Nigeria.

This is very important. These need to be secured communications capabilities that can't be hacked and that allow communications between legal security teams on legal security operations. These should be able to use Artificial Intelligence, video conferencing, discreet communications like closed user groups, any form of social media and much more.

This includes computers, laptops, satellite and mobile phones and other legal devices required by the legal security agents on legal security operation and duty. 


Fourth, is vehicular support. This requires vehicles fit for the terrain where terrorists can be found to ensure seamless legal security operations. These vehicles should be security plated to ensure the protection of the legal security personnel on legal and constitutional security operation and duty. This should include speed boats and dinghys if in riverine areas.


ESTABLISHING A SPECIAL OBSERVATION MISSION TO LEGALLY AND ACCURATELY DETERMINE WAR CRIMES AND OR CRIMES AGAINST HUMANITY COMMITTED IN THE WEST AFRICA FROM 2009 TO JUNE 18TH 2025 AS WELL AS A UNIVERSAL TRIBUNAL TO LEGALLY AJUDICATE ALL THOSE RESPONSIBLE FOR WAR CRIMES AND OR CRIMES AGAINST HUMANITY THAT OCCURRED IN WEST AFRICA WITHIN THIS TIME PERIOD.

This recommendation was made by me who write this physically on the 19th June 2025 and will go a long way to escaping Nigeria from terrorism by ensuring legal and accurate prosecution of terrorists in a universal standard legal procedure that will increase the credibility and integrity of the legal judicial process against terrorism in Nigeria and West Africa. It is my opinion that this aspect is somewhat lacking in that many more terrorists are at large and need to be legally and accurately prosecuted in this universal tribunal. 

It is also necessary that some legal witnesses may require legal witness relocation and protection because of the sensitivity of the legal adjudication and Tribunal.

Fifth, it is my strong opinion that the United States of America with capital in Washington D.C., North America should be cautious about lethal military intervention in the Federal Republic of Nigeria for some reasons.  

i. Nigeria has very capable legal security agenices many of which need improved training and equipment.

ii. The state of terrorism is somewhat tricky and any error in intervention could lead to undesirable consequences. Unfortunately since me who write this physically have been spiritually and or psychologically attacked with biological impact one thing that me who write this physically have learnt from my ordeal from some hackers and rogue security agents is what me who write this physically call a genocidal mentality of the perpetrators. They commit large spiritual and or psychological murders many times they are angry or want to punish. Being a victim of their attacks over some years me who write this physically have come to understand that they put more emphasis on killing people spiritually and or psychologically than low casualty and or non-casualty strategic victory. This is because they want me their victim to suffer and be in pains every day. Therefore if such mentality is in other locations then the propensity for a crime against humanity is high even if unintentionally started. It would be arduous for the United States of America with capital in Washington D.C., North America not to be implicated if such happened as a spill over effect of the United States military intervention in Nigeria.

iii. It is my strong opinion that there are some interests and or entities outside the Continent of Africa which don't want US military intervention in Nigeria. Their reasons may be many and diverse but what is clear is that some may want the United States of America with capital in Washington D.C., North America to intervene in Nigeria, Africa in order to cause an embarrassment or a situation where further military intervention will not be feasible. This as a way of getting the United States out of the way. However non-kinetic military intervention escapes this completely. It is my conjecture that the 1993 Black Hawk Down incident in Mogadishu was not just about unrest in Somalia but my opinion is that some people somewhere perhaps outside Somalia knew that would make United States intervention in the Rwandan Civil War which turned into a complete genocide in 1994 not feasible which is exactly what happened. The United States of America with capital in Washington D.C., North America should look into this if that has not already been done. Therefore the United States needs to offer the most relevant legal support to help Nigeria end terrorism which in my opinion does not require US lethal military intervention. 

It is my sincerest hope that the United States of America with capital in Washington D.C., North America really looks at this deeply and make its continental assessments as well as match this with external interests in the Continent it would become crystal clear what me who write this physically am saying.

It is my opinion that the points above with the support of legal and constitutional security agencies in the Federal Republic of Nigeria will end terrorism in Nigeria within a shorter period than most analysts would expect. 

Sixth, terrorism has caused serious displacements for residents in locations where terrorism is very active in Nigeria. Therefore it is my  recommendation that the United States of America with capital in Washington D.C., North America help perhaps with the United Nations High Commissioner for Refugees establish standard and befitting refugee camps for people displaced by terrorism in Nigeria which are sometimes called internal displacement camps. These need to be functional to help ensure that the people affected by terrorism have a chance to escape death. Safe havens would be required to ensure that commercial and or administrative centres and locations could operate seamlessly without the fear of being attacked by terrorists. 

Seventh, the United States of America with capital in Washington D.C., North America should help facilitate peace where political and other influential persons are involved which will not prevent a proper, complete and effective war crimes Tribunal. 

Eight, the United States of America with capital in Washington D.C., North America can help offer improved training, equipment and universal synergies for some legal press organisations in Nigeria who will be able to operate no matter the situation. This is very pertinent. 

Nine, it is my opinion that these are cheaper than a lethal military campaign where drones and missiles worth millions and or tens of millions of US Dollars could be expended every day with no guaranteed outcome. 

Ten, it is my opinion that the United States of America with capital in Washington D.C., North America should have as a matter of speech, an aerial view posture as regards Nigeria which means helping to end terrorism without being actually militarily involved. 


These are not exhaustive certainly but they are just to express my concern for both nations and hope that the United States of America with capital in Washington D.C., North America can help Nigeria end terrorism without causing any adverse impact on both nations. That requires tremendous dexterity, legality and adherence to the Rule of Law but both nations have the capacity to achieve that.

This is a non-lethal opinion recommendation and this does not preclude decisions made between the legal government of the Federal Republic of Nigeria and the United States of America with capital in Washington D.C., North America as regards military aid.
